Key Features of the 2016 National Budget

The National Budget for 2016 aims to support a 7 to 8 percent growth in the economy to reduce the number of poor to 18 to 20 percent of the population.

This Budget affirms the basic premise that economic growth must be shared by all so that everyone can contribute to economic growth, poverty reduction, and society building.

Guidelines on the Grant of P5,000 PEI Bonus

Since the Fiscal Year 2016, the Productivity Enhancement Incentive has been given not earlier than December 15 of every year to all qualified government employees at Five Thousand Pesos (P5,000) each for the purpose of improving the government employees’ productivity.

Below are the guidelines on the grant of PEI bonus according to BUDGET CIRCULARNo2017 – 4.

Guidelines on the Grant of the Productivity Enhancement Incentive

4.1 The Productivity Enhancement Incentive of P5,000 shall be given to personnel not earlier than December 15 of the current year, subject to the following conditions:

4.1.1 The employees are still in the service as of November 30 of he current year, including leaves of absence with pay.

4.1.2 The employees have rendered at least a total or an aggregate of four (4) months of at least satisfactory service as of November 30 of the current year, including leaves of absence with pay.

4.2 Those who have rendered less than the total or aggregate of four (4) months of service but still in the service as of November 30 of the current year shall be entitled to pro-rated PEI, as follows:

Who are eligible for the PEI bonus?

This Circular shall apply to the following positions and personnel:

2.1 All positions of civilian personnel, whether regular, casual, or contractual in nature, appointive or elective, full-time or part-time, now existing or hereafter created in the Executive, Legislative, and Judicial Branches, the Constitutional Commissions and other Constitutional Offices, SUCs, GOCCs not covered by Republic Act (RA) No. 10149, s. 2011 which are under the jurisdiction of the Department of Budget and Management (DBM), and LWDs, and in LGUs.

2.2 Military personnel of the Armed Forces of the Philippines and the Department of National Defense; and uniformed personnel of the Philippine National Police, Philippine Public Safety College, Bureau of Fire Protection, and Bureau of Jail Management and Penology under the Department of the Interior and Local Government; Philippine Coast Guard under the Department of Transportation; and National Mapping and Resource Information Authority under the Department of Environment and Natural Resources.

Who are excluded from the PEI bonus?

Excluded from the coverage of this Circular are those hired without employee-employer relationships and funded from non-Personnel
Services appropriations/budgets, as follows:

3.1 Consultants and experts hired for a limited period to perform specific activities or services with expected outputs;

3.2 Laborers hired through job contracts (pakyaw) and those paid on piecework basis;

3.3 Student workers and apprentices; and

3.4 Individuals and groups of people whose services are engaged through job orders, contracts of service, or others similarly situated.

CPD Units for OFWs and Other Filipinos Abroad

Since I have written the article on How to Earn CPD Units for PRC License Renewal, I have received countless messages and comments regarding the CPD Units for OFWs and Other Filipinos Abroad. With that, I personally went to PRC Office and asked them about this matter. Here are their answers on how OFWs and other Filipinos abroad can earn CPD units.

CPD Units for OFWs and Other Filipinos Abroad

According to PRC, Filipino professionals working or living abroad can still earn CPD units through the following:

  1. PROFESSIONAL TRACK (Training offered by accredited CPD Providers, Face to Face or Online)
  2. ACADEMIC TRACK (Professionals who took master’s degree and doctorate degree can use their earned academic units for license renewal although their units shall only be credited once during the compliance period.)
  3. SELF-DIRECTED (Training Offered by Non-Accredited CPD Providers, Face to Face or Online)
  4. Such other activities to be recommended by the CPD Council and approved by the Board and the Commission

Question: Are my trainings and seminars here in abroad can be credited?

Answer: As long as the school/institution where you have undergone your training is an accredited CPD provider, then that should be credited as CPD units. This is just my assumption, let’s still wait for the Implementing Rules and Guidelines of CPD to be published.
